The reason I asked about legal structures when Robin contrasted public and private actors vs individual actors is it seemed to me the legal structures often get in the way, so it may be necessary to change or overcome the existing legal structures in order to take advantage of the excess capacity.
Or, perhaps, as Dwayne has done, simply find more favorable legal environments. I've had a desire to go to Porto, and this gives me an added reason.

steve: absolutely correct. simple examples: license plates and car insurance. You are either commercial or personal use. ridesharing and carsharing where the driver/owner gets money, breaks the insurance and plates.

pre-industrial revolution, sole proprietorships were everywhere and distinction between business (private) and personal intertwined. Lots and lots of rules to separate them for good reasons then when industry was dangerous and dirty. But now things have changed.
